                BSNL & MTNL UNIONS/ASSOCIATIONS DEMONSTRATION ON 3/8/16

Conduct massive demonstrations opposing the NITI Aayog’s move for bringing strategic sale in BSNL and MTNL.
The unions and associations of BSNL and MTNL have decided to conduct massive demonstrations throughout the country on 03.08.2016, opposing the NITI Aayog’s move for bringing strategic sale in BSNL and MTNL. An all union / association meet convened by the Forum on 25.07.2016, decided to organise protest demonstrations on 03.08.2016. This decision was further discussed with the unions and associations of MTNL on 26.07.2016, by com. P. Abhimanyu, Convenor, Forum, com. Prahlad Rai, GS, AIBSNLEA and com. K. Sebastin, GS, SNEA. As a result of this, it was decided to organise the demonstrations jointly at New Delhi, by the unions and associations of BSNL and MTNL. All circle and district unions of BSNLEU are requested to effectively organise demonstrations on 03.08.2016, by coordinating with other unions and associations. Since, the available time is very less, all circle and district secretaries are requested to organise the programme swiftly.

Qualifying marks further relaxed for SC/ST employees for various departmental examinations.
BSNLEU is continuously fighting for the strict implementation of the DoP&T orders for relaxation in the qualifying marks of the SC/ST candidates in various departmental examinations. BSNLEU has also conducted various struggles on this demand. As a result of this, a committee was constituted a few months back by the Corporate Management. Based on the recommendations of the committee, Corporate Office has issued order today, further relaxing the qualifying marks for SC/ST candidates in various departmental examinations. It is surprising to note that the Management has stated in this order that, the above committee was formed as per the advice of the Parliamentary Committee on SC/ST Welfare. Any how, it is a welcome decision of the Management that this relaxation will be implemented for all the departmental examinations notified after 02.12.2014. Definitely, this is an achievement for the continuous struggle of BSNLEU. However, it is to be noted that even this relaxations are not given as per the DoP&T orders on the subject. Now, BSNLEU will consider taking the next step for making BSNL Management to implement the DoP&T orders in letter and spirit.<<view order>>




BSNL and MTNL unions and associations issuing joint notice for demonstration against strategic sale.
After a long time, the unions and associations of BSNL and MTNL are coming together to conduct protest demonstrations jointly on 03.08.2016, against strategic sale. A joint notice for this demonstration, addressed to the Secretary, DoT, and signed by the unions and associations of BSNL and MTNL, is being issued. The unions and associations of BSNL and MTNL have also resolved to intensify the struggle, if the NITI Aayog and government do not give up their proposal for strategic sale in BSNL and MTNL.  

MEETING WITH DIRECTOR HR ON 28-7-2016

A Meeting between the Director (HR) and BSNLEU was held today to discuss certain important issues being taken up by the union. Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, participated. Apart from the Director (HR), Ms. Madhu Arora, GM (Estt.), shri A.M. Gupta, GM (SR) and Ms. Anima Roy, GM (Rectt.) also participated in the meeting. The following issues are discussed:-

(1)  Declaration of the results of the candidates provisionally allowed to appear in the JTO LICE held on 22.05.2016.
The Union strongly demanded that the results of all the TTAs whose recruitment exam was held upto 31.03.2008, and who were provisionally allowed to appear in the JTO LICE held on 22.05.2016, should be declared immediately. The Director (HR) replied that Corporate Office is looking into the matter, based on the inputs received from the CGMs and in consultation with the legal branch. Union insisted the Director (HR) to consider it’s demand. 

(2)  Removal of hardships being experienced in NEPP.
The Union has already written to the Director (HR) demanding removal of 5 main hardships being experienced by the employees. After discussion, it was decided that BSNLEU will give a presentation on it’s demand to the committee of officers already put in place for this purpose. 

(3)  Amendments to the JAO and JTO RRs.
BSNLEU has already written to the Director (HR) demanding amendments to the Recruitment Rules of JAO and JTO RRs. As regards, amendments to the JTO RR, the Director (HR) gave a positive response. As regards, the amendments to JAO RR, it was suggested to discuss it with the GM (FP).

(4)  Allowing non-10th standard candidates to appear the Telecom Technician (TM) LDCE and non-10+2 candidates to appear in the JE (TTA) LDCE , as a one time relaxation.
The Union insisted that non-10th standard candidates should be allowed to appear in the Telecom Technician (TM) LDCE, by giving a one time relaxation. The Director (HR) agreed to look into this. As regards, giving one time relaxation to the non-10+2 candidates to appear in the JE (TTA) LDCE, it was replied that a decision would be taken after studying the related court case. 

(5)  Review of the results of the JTO LICE 2013, by giving full marks for questions with more than one correct answer.
The Union bitterly complained that the decision of the Hon’ble Principle CAT is not being implemented on the subject. After hearing both the Union and the GM (Rectt.), the Director (HR) directed to put up the case to her. 

(6)  Settlement of victimisations in Varanasi.
The Union pointed out that the victimisations in Varanasi, on account of filing forged FIRs on 21 comrades, is dragging on due to the misleading letter given to the judiciary, by the GM, Varanasi. The Union demanded immediate withdrawal of the said letter. The Director (HR) directed the GM (SR) to take prompt action on this issue

CEC meeting of BSNLEU strongly condemns the proposal of the Niti Ayog, for making strategic sale in BSNL and MTNL.
It is reported in today's Indian Express newspaper, that the proposal of making strategic sale in BSNL and MTNL is under the consideration of the Niti Ayog. The message is that, soon this will be recommended to the Cabinet for taking necessary decision and for implementation. Strategic sale means, a sizeable quantum of BSNL's share will be sold to some private company, and that private company will be inducted as a strategic partner of BSNL. Thereafter, that private company will also have say in the Management. This is a very dangerous move. The CEC meeting of BSNLEU in session at New Delhi, strongly condemned this move of the Niti Ayog. Action against this move will be finalised in consultation with other unions and associations.



The 3 day CEC meeting of BSNLEU came to an end after taking important decisions.

The 3 day CEC meeting of BSNLEU, which started on 18th July, came to an end today. The meeting deliberated a number of important issues and took decisions and passed resolutions. Resolutions are passed on 2nd September General Strike, wage revisionw.e.f. 01.01.2017, long pending demands of the Non-Executives, communal harmony, revival of BSNL, achievements on 60% ceiling on government's liability to pay pension and 78.2% IDA merger to pensioners, Niti Ayog's proposal on strategic sale of shares of BSNL andMTNL.

The meeting also decided to 
organise the following trade union programme, demanding settlement of the long pending issues of the Non-Executives. 

1)      17-08-2016      - Wearing of 'Demands Badge' with red ribbon.
2)      08-09-2016      - Dharna. 
3)      20-09-2016      - Hunger Strike. 
4)      Further intensive programme of action, if issues are not settled. 


Removal of 60% ceiling on government’s liability to pay pension and settlement of 78.2% IDA merger to pensioners are the achievements of the united struggles of BSNL employees and not the achievement of any individual.
NFTE CHQ website updating dated 19.07.2016, says that a grand felicitation meeting was organised for com. Islam, National President of NFTE, for his tireless efforts and persuation to remove the 60% ceiling on government’s liability to pay pension to BSNL retirees. It is also being reported that this issue was settled by com. Islam Ahmad, who persued it with a missionary zeal. NFTE, being a part of the Forum, has definitely played an important role in removing the 60% ceiling on pension liability, as well as settlement of 78.2% IDA merger to the pensioners, since it also participated in the historic 2 day strike held on 21st & 22nd April, 2015, which paved way for reaching a settlement on these two issues with the DoT on 01st May, 2015. As such, NFTE can feel happy about this settlement. Similarly, all the constituents of the Forum, who participated in the strike, can rightly feel happy and proud for this settlement. But, instead of projecting the settlement as the achievement of the united struggle of the Executives and Non-Executives of BSNL, it is being projected as the achievement of an individual. This is nothing but denigrating the united struggle of the BSNL employees. Comrades of NFTE should think about this.


GM (Restg.) once again urged to convene meeting of the PLI Committee. 
Com.P.Abhimanyu, GS and com. Swapan Chakraborty, Dy. GS, met shri. A.M.Gupta today, and once again urged him to convene the meeting of the PLI Committee immediately, for finalising a new PLI formula. The representatives pointed out that only a few months are left out for the festival season, and within this short period the new PLI formula has to be framed. They further told that the unions should not be held responsible if a new formula is not finalised before the festival season.

04.07.2016]BSNL is saved from disinvestment and privatisation only because of struggles.
The Niti Aayog has recommended a list of PSUs for closure/disinvestment. The inter ministerial meeting of secretaries is going to consider the recommendations shortly. Under this situation, a top official of the government has stated that the government is going to consider disinvestment/strategic sale only in those PSUs where least resistance is expected from the employees. It is to be remembered that a number of united strikes have taken place in BSNL against disinvestment and privatisation. Now, it becomes clear that only these united struggles have saved BSNL from disinvestment/privatisation.

CONVENTION



02.07.2016]National Convention of Central Public Sector trade unions held at Hydrabad resolves to make the 2nd September General Strike a historic success.
A national convention of the Central Public Sector trade unions was held at Gandhi Bhavan, Hydrabad today. The main agenda before the convention was to make the 2nd September General Strike a success. 450 delegates, representing various public sector undertakings, participated in the convention. Veteran trade union leader and the President of the INTUC, com. Sanjeeva Reddy inaugurated the convention. Senior leaders like com. Tapan Sen, MP, GS, CITU, com. H.Mahadevan, Working President, AITUC, com. Swadesh Dev Roye, Secretary, CITU and com.Shanmugam, GS, LPF addressed the Convention. The draft declaration introduced by com. Tapan Sen, was unanimously adopted by the convention. Com.P.Abhimanyu, GS, Com.J.Sampathrao, CS, Andhra Pradesh circle & AGS and com. P. Asokababu, Vice-president(CHQ)  represented BSNLEU in the Convention. Totally 27 delegates participated in the deliberations. On behalf of BSNLEU, com. P. Abhimanyu, GS, addressed the convention. He exposed the pro-corporate and anti-worker Neo Liberal policy being implemented by the BJP government and assured to make the 2nd September General Strike successful in BSNL. The Convention unanimously resolved that, the widest possible campaign should be conducted to make the General Strike a historic success.<<<views of the meeting>>>

[01.07.2016]Total telephone connections in the country decreased by 0.2 million in May 2016. But BSNL increased its connections by 0.1%.

During May 2016, the total telephone connections & total wireless telephone connections in the country have decreased by 0.2 million & 0.43 million respectively, taking the total telephone connections in the country to 1.1 billion (As on 31st May, 2016). Some operators have been showing the negative growth i.e. Reliance (1.2 Mn.), Tata (0.2 Mn.) & Videocon (5.2 Mn.) The total telephone connections as on 31.05.2016 are 1.1 billion, out of which 103 million are provided by BSNL and it is at 04th position as an operator with Market share of 9.73%. BSNL market share has increased by 0.1 during the month of May 2016 and increased by 0.14% during 2016-17 (upto 31.05.2016).

The BSNL Board is adopting a totally negative and negligent attitude, towards the issues of the Non-Executives. Many genuine issues of the Non-Executives, such as promotion in E1 pay scale, pension contribution to the Directly Recruited employees, granting of one extra increment to the left out Non-Executives who are facing wage loss and payment of gratuity to the casual labour, were approved by the Management Committee, and were sent for the approval of the BSNL Board long back. But, the Board linked these issues with the HR Plan of the Company and kept them in the cold storage. Now, it is learnt that the pension contribution issue is sent for the approval of the DoT. No one knows when it will be implemented. It is also not known when the remaining HR issues of the Non-Executives will see light of the day. Hence, the 'United Forum of the Unions and Associations of the Non-Executives' has given call to conduct "Black badge demonstrations" throughout the country on 05-07-2016. All Circle and District Secretaries are requested to coordinate with the SNATTA and BSNL MS and to make the programme a big success

IDA INCREASED


[30.06.2016]IDA increased by 2.4% from 01-07-2016.
IDA will increase 2.4% from 1st July, 2016. Together with this IDA from 01.07201.6 will be 114.8%.
